Waltsefer Julia Viktorovna (January 4, 1960, Leningrad) - Russian graphic artist and painter, member of the St. Petersburg Union of Artists, member of the Creative Union of Artists of Russia. Yu. V. Waltsefer was born into the family of artists Viktor Alexandrovich Waltsefer and Ksenia Borisovna Izhevskaya (1930-2017), married to the artist Nikolai Alexandrovich Romanov. In 1979-1985 she studied at the Institute of Painting, Sculpture and Architecture named after I. E. Repin at the graphic faculty under the direction of V. Vetrogonsky. The theme of the diploma is «Lenin's Places in Samara» (a series of lithographs). Member of the Union of Artists since 1990. Member of the Creative Union of Artists of Russia since 2009.
